Loading and dispatch of fuel and required documentation The tanks are cleaned in accordance with NAPCO Procedure Downloading of fuel and required documentation.

Upon arrival, the NAPCO Convoy Managers will give to the Client’s representative:
  • Vehicle Inspection Checklist
  • Quality Certificates
  • Fuel Receiving Reports

Invoicing procedure
  • The invoice to Clients is raised on the basis of the signed, stamped FRR.
  • The Convoy Manager shall return the FRR to NAPCO’s Transport Manager and the invoice raised accordingly.
Loading & Dispatch

Prior to loading, all tanks are cleaned in accordance with NAPCO procedures to ensure that no product goes off spec while in transit. Documents as agreed with the customer are prepared and dispatched with each truck in order to provide clear visibility of documentation at each step of the way.

Invoicing Procedures

The invoice to Clients is raised on the basis of the signed, stamped FRR.

The Convoy Manager shall return the FRR to NAPCO’s Transport Manager and the invoice raised accordingly.

Cleaning of Tanks
Procedure for cleaning tankers prior to loading:
  • Check previous load was diesel
  • Tanker washed with water. Man goes into each compartment of tanker with pressure washer and cleans the compartment thoroughly with valves at bottom opened. Then use stiff brush to move all dirt to the drain point and ensure as much water has been expelled as possible. Aim: to get rid of all sediment and rust
  • Staff to wipe dry the inside of the tankers using cloths
  • Staff to check visually inside each compartment for signs of rust that could become loose during the journey
  • Check valves are not leaking
  • Check top manholes fit and cannot be opened when sealed
  • Check welds and rivets
  • Attach seals and double-check that they match the receiving report numbers

It is NAPCO's policy that our fleet is 100% reliable and we are proactive in managing the reliability of the trucks. We need to divide up the necessary things into definite departments and have a manager for each.

The background and reliability of the drivers is checked before hiring and they then undergo an induction process and refresher courses.
  • Keep log of their hours and pay
  • File on each driver with copy of his tazkera
  • Training of drivers
  • Formal debriefing of drivers after a convoy to find out if there are any mechanical problems
  • Induction course for new drivers
  • On the job mentoring from convoy leader
Record Keeping
All work done on trucks is logged so each truck has an up-to-date file on each truck. This is stored on the NAPCO server.

Quality Plan

NAPCO International has a detailed Quality Plan in place with procedures and work instructions that work as Key Performance Indicators.

Loading and Shipping

This procedure mainly deals with the documentation involved in the process starting from the arrival of the tanker truck at the supply point to the departure of the loaded tanker truck.
Instruction for loading and shipping:

  • Loading procedures: Describes the validation of the calibration charts presented by the transporter for each tank/lorry
  • Pre dispatch checklist

Transport

This procedure deals with the documentation that will ensure the best conditions possible for transport of the fuel from refinery/depot to destination within the scheduled time frame. Instruction for transport while on route.

Downloading at Consignee delivery points

This policy deals with the flow, procedures and documentation involved in the process from arrival of the tanker truck to the consignee delivery point, including pre-downloading, downloading and post downloading procedures. Both the consignee and NAPCO are responsible for this procedure.

An inspection checklist is available for all the drivers describing the downloading procedures and instruction to the drivers.

Corrective Actions

This is a general procedure for handling non-conformances detected in the missions. This procedure supports all the procedures described in the Quality Control Plan (QCP)
